font-size: 16px;">5、车辆以现状处置，出让方不承担车辆维修、整改、质保及后续一切使用风险。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">6、车辆过户、工本费、税费、等所有费用均由受让方自行承担。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、挂牌期：标的挂牌处置期限为12个月，每10个工作日为一个小周期，无人报名项目自动滚动挂牌（说明：挂牌期即为报名期）。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">2、挂牌竞价说明</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">（1）挂牌小周期内，征集到一名意向竞买人，标的按照挂牌底价摘牌成交；征集到两名及以上意向竞买人的，按照系统设定时间进行竞价，以价高者得；如无人报名或网络竞价无人报价，该项目流标，在网络竞价结束后自动按照10个工作日为一个周期循环开启报名（遇节法定假日除外）。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">（2）竞价规则：本次挂牌竞价采取正向阶梯竞价方式，竞价时间6小时。【注：竞价结束前1分钟内如有人出价，则系统自动顺延1分钟（循环往复至最后1分钟内无人出价）。】</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">三、报名方式及时间</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、报名时间：首次公告报名从2026年10月22日9时00分后至2026年11月4日16时00分止（法定节假日除外）。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">2、报名网站名称：四川省农村产权综合交易平台（网址:https://www.cdaee.com/nccq/），先在网站注册账号，注册通过后方可报名。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">3、本次报名仅为网上报名，不接受现场报名。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">四、报名人资格条件</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、凡具备完全民事行为能力的自然人、法人和其他组织均可参加竞价，不接受联合参与竞价。因不符合条件参加竞价的，竞价人（报名人）自行承担相应的法律责任。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">2、本项目不接受委托报名，最终竞得人即为过户登记人。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">五、资格审核</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、项目挂牌期内，报名人提交报名信息后，工作人员在一个工作日内审核。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、保证金：2580元；</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">2、缴纳时间：项目挂牌期间，报名人在报名审核通过后，须足额缴纳交易保证金（以报名结束当天在16:00到账时间为准），缴纳后视为报名成功。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">3、缴纳账号：报名人通过报名审核后，交易系统将自动生成保证金虚拟账号，不同的项目生成虚拟账号不同。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">4、保证金应使用网银转账、扫码支付的方式缴纳，挂牌期最后一天请勿使用扫码缴纳交易保证金，扫码支付会出现延时到账，容易出现报名不成功。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">5、保证金结算：</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">（1）未中标报名人缴纳的保证金在成交公示期满后5个工作日内原路径无息退还。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">（2）中标人缴纳的保证金在与在和出让方签订合同，完成车辆转移登记后，扣除交易服务费剩余部分原路退还；</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">6、成交公示结束后，如竞得人无故放弃竞得资格，未履行本公告规定的相关手续，交易保证金不予退还。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">七、标的处置价款支付方式</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">项目《成交通知书》发出之日起3个工作日内双方（出让方与受让方）签订合同，5个工作日内受让方完成缴款。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">八、交易机构服务费</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">项目成交结果公示三个工作日并上传合同后，交易平台直接从竞得人保证金中扣除交易服务费，服务费按照成交总额1%（百分之一）的交易服务费，单宗交易服务费不足300元，则按照最低300元/宗收取。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">九、特别提醒</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">1、标的物按现状公开处置，出让方及交易机构对标的不承担任何瑕疵担保责任。意向竞买人应慎重决定报名行为，一经报名并参与竞价，即视为已完全知悉、认可标的物现状及所有已知、未知瑕疵。意向竞买人应实地踏勘看样了解标的实际情况，未实地看样即参与竞价的，视同已确认标的实物现状，相关风险及责任自行承担。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">2、需现场踏勘了解标的物的意向竞买人，须于竞价开始前1个工作日完成现场查看，全面确认标的实际情况。竞价结束后，交易机构及出让方不再受理任何针对标的物瑕疵的抗辩、异议及索赔要求。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun; font-size: 16px;">3、意向竞买人参与竞价应当遵守本竞价须知的规定，不得阻挠其他竞价人竞拍，不得操纵、垄断竞拍价格，严禁竞价人恶意串标，上述行为一经发现，将取消其竞价资格，并追究相关的法律责任。</span></p><p style="line-height: 3em;"><span style="font-family: 宋体, SimSun;
