1、招标条件Tender Conditions

江苏省设备成套股份有限公司（招标代理）受JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD.（招标人）的委托，就其柬埔寨国际会议中心城市综合体项目政要避难中心专项（EPC）（项目名称）进行公开招标，现就有关事宜公告如下：

Jiangsu Complete Equipment Co., Ltd. (Bidding Agency) has been authorized by JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD.  (Tenderer) to conduct an open competitive bidding process for the Special Project for VIP Emergency Shelter Center (EPC) (Project Name). The relevant details are hereby announced as follows:

2、项目概况与招标范围Project Overview and Tender Scope

（1）项目名称：柬埔寨国际会议中心城市综合体项目政要避难中心专项（EPC）Project Name: Special Project for VIP Emergency Shelter Center

（2）项目地点：柬埔寨干达省Areyksat地区

Poject Lcation：Areyksat Region, Kanda Province, Kingdom of Cambodia

（3）资金来源：自筹

Source of Funds: Self-Financed

（4）项目概况：

柬埔寨国际会议中心是所在国以及东盟重要的国际会议场所以及国事活动中心，现拟建设一个地下人防指挥所工程，在遭受核打击等极端情况下，为政府要员以及国家领导人提供相对安全稳定的指挥环境，保障应急救援、军事指挥等工作的有效开展。

地下总建筑面积约5000平方米，地下一层。其中包含指挥中心区、设备保障区、人员防护区、物资储备区等多个功能区域。仅作战时考虑，不考虑平战转换。在设备处理上需做到平时安装并确保战时正常使用。

本人防指挥所工程建设标准为三等四级人防指挥所，防护标准：防核武器抗力级别为4级；防常规武器抗力级别为4级；防化学级别为甲级。

人防基本指挥所主体层高一般为5.5米，局部7.0米，埋深为13.0-14.0米。具体详见建筑总图及经济技术指标。

招标范围包含且不限于：设计任务书内提到的设计工作(包括本专项工程的方案设计、初步设计施工图设计、计算、文件准备等)、施工管理、施工准备、施工、生产、采购、运输、安装、调试、测试、验收、竣工备案及质量保证工作、保修及售后服务。

Tender Content: The Cambodia International Conference Centre serves as a vital international conference venue and state event facility for both the host country and ASEAN. It is now planned to construct an underground civil defense command post project. This facility aims to provide government dignitaries and national leaders with a relatively secure and stable command environment under extreme conditions, including nuclear attacks, thereby ensuring the effective execution of emergency rescue operations, military command, and other critical functions.

The total underground construction area spans approximately 5,000 square meters, comprising a single underground level. Functional zones include:Command Center Area,Equipment Support Area,Personnel Shelter Area,Material Storage Area.This command post is designed exclusively for wartime operations; dual-use conversion between peacetime and wartime is not considered. All equipment must be installed during peacetime and remain operational during wartime.

Technical Specifications:Construction Standard: Class III Grade IV Civil Defense Command Post.Protective Standards:Nuclear Weapon Resistance: Level 4,Conventional Weapon Resistance: Level 4,Chemical Defense Rating: Grade A.Structural Design:Primary Floor Height: 5.5 meters,Localized Height (e.g., critical sections): 7.0 meters,Burial Depth: 13.0–14.0 meters.

The scope of the tender includes but is not limited to: the design work mentioned in the design task book (including schematic design, preliminary design, construction drawing design, calculations, and document preparation for this specific project), construction management, construction preparation, construction, production, procurement, transportation, installation, commissioning, testing, acceptance, completion filing and quality assurance work, warranty, and after-sales service.

（5）工程最高投标限价：15000万美元

The highest bid limit for the project: USD 150,000,000

(One Hundred Fifty Million US Dollars)

建设周期：预计1080天

Construction period: Estimate 1080 days

3、投标人资格要求Bidder Qualification Requirements

（1）具有独立的法人资格；Possessing independent legal person status；

（2）设计资质要求：具备中华人民共和国工程设计综合甲级资质或建筑行业（人防工程）甲级资质；

Design Qualification Requirements: Bidders shall possess either the Class-A Comprehensive Engineering Design Certificate or a Class-A Certificate in the Construction Sector (Civil Air Defense Engineering) issued by the competent authorities of the People's Republic of China.

（3）施工资质要求：具备中华人民共和国建筑工程施工总承包特级资质并具备有效的安全生产许可证；

Construction Qualification Requirements: Bidders shall hold a Special-Grade Certificate for General Contracting of Building Construction Projects and a valid Production Safety License, both duly issued by the competent authorities of the People's Republic of China.

（4）总承包项目负责人：须为施工单位在职员工，且具有中华人民共和国建筑工程专业一级注册建造师证书，或国际同类执业证书；

General Contract Project Manager: Must be an employee of the construction unit, and possess a first-level registered constructor certificate in construction work, or an equivalent international professional certificate；

（5）施工项目经理：须为施工单位在职员工，且具有中华人民共和国建筑工程专业一级注册建造师证书；

Construction Project Manager: Must be an employee of the construction unit and possess a first-level registered constructor certificate in the construction work field；

注：总承包项目负责人与施工项目经理可兼任。

Note: The General Contract Project Manager and the Construction Project Manager may serve concurrently.

设计负责人：须为设计单位在职员工，且具有中华人民共和国一级注册建筑师证书，同时具备高级及以上专业技术职称；

Design Principal: Must be an employee of the design unit, and having a first-class registered architect certificate in the People's Republic of China, as well as a senior or higher professional technical title；

（7）类似业绩要求（施工业绩）：Similar performance requirements (construction performance):

A、投标人近15年（自2010年1月1日以来，以竣工验收时间为准）至少具备1个类似人防业绩，类似业绩为：建设标准不低于三等四级人防指挥所标准；

A、The bidder shall have at least one similar civil air defense performance in the past 15 years (since January 1, 2010, based on the completion acceptance time), with a construction standard not lower than that of a third class and fourth level civil air defense command post;

B、投标人近15年（自2011年1月1日以来，以竣工验收时间为准）至少具备2个建设标准不低于五级人防工程标准；

B、The bidder shall have at least 2 construction standards not lower than Level 5 civil air defense engineering standards in the past 15 years (based on the completion acceptance time since January 1, 2011);

以上2项满足任意一项即可，投标人提供有效的合同复印件并加盖公章及竣工验收证明材料并加盖公章（证明材料中应能体现相关数值及防护级别要求，无法体现的，须额外提供项目所在地人民防空机关出具的补充证明材料）；

If either of the above two conditions is met, the bidder shall provide a valid copy of the contract stamped with the official seal and the completion acceptance certificate materials stamped with the official seal (the certificate materials should be able to reflect the relevant values and protection level requirements. If they cannot be reflected, additional supplementary certificate materials issued by the local civil air defense authority of the project location shall be provided)；

（8）财务要求：提供2022年度至2024年度审计报告；Financial Requirements: Provide audit reports from 2022to2024;

（9）信誉要求：Reputation Requirements

9.1投标文件中没有失实或者弄虚作假；The contents in the bid documents are not false or fraudulent；

9.2投标人未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；

The bidder is not under an order to suspend business, has not had their bidding qualifications revoked, nor is their property under administration, frozen, or in a state of bankruptcy；

9.3投标人没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的。

The bidder has not been suspended from bidding by relevant authorities due to fraud to win the bid, serious breach of contract, or significant issues related to engineering quality and safety accidents, and is not within the suspension period.

9.4 投标人未被最高人民法院、住建部、信用中国、政府采购平台、军队采购平台等列入失信名单或禁止、限制投标或采购名单；

The bidder has not been included in the dishonesty list or prohibited or restricted bidding or procurement list by the Supreme People's Court, Ministry of Housing and Urban Rural Development, Credit China, government procurement platform, military procurement platform, etc；

（10）是否接受联合体投标：接受。Acceptance of consortium bids: Accepted.

10.1联合体成员单位均具备独立企业法人资格，联合体成员最多不超过3家；

All consortium member units must have independent corporate legal person status, and the consortium shall not have more than three members；

10.2联合体的资质应符合招标公告中投标人资格要求；

The qualifications of the consortium should comply with the bidder qualification requirements specified in the tender announcement；

10.3联合体须提供联合体协议书，明确联合体牵头人和各方权利义务，联合体牵头人须为施工单位，联合体牵头人代表联合体投标、签约及履行合同和协议中应承担的义务和法律责任。

联合体中标后,联合体各方共同与招标人签订合同，联合体各方向招标人承担连带责任；

The consortium must provide a consortium agreement that clearly defines the leading member and the rights and obligations of all parties within the consortium. The leading member of the consortium must be the construction unit and represent the consortium in bidding, signing contracts, and fulfilling the obligations and legal responsibilities as stipulated in the contracts and agreements. After the consortium wins the bid, all parties of the consortium shall jointly sign the contract with the tenderer, and each party of the consortium shall bear joint and several liabilities to the tenderer；

10.4联合体的各方不得再以自己名义单独投标本项目也不得组成新的联合体或参加其他联合体在本项目中投标，如有违反，其投标和与此有关的联合体的投标将均被否决。联合体资质按照联合体协议约定的分工认定。

No member of the consortium may bid on this project individually in their own name, nor may they form a new consortium or participate in another consortium to bid on this project. In case of violation, their bids and the bids of the consortium concerned will be rejected. The qualifications of the consortium are determined based on the division of labor agreed upon in the consortium agreement.

4、招标文件申领时间、地点、方式Tender Document Application Time, Location, and Method

（1）时间：2026年 2月10日至2026年2月28日，每工作日8时30分至17时30分（北京时间，下同）。

Time: From February 10, 2026 to February 28, 2026, 8:30 AM to 5:30 PM on each working day (Beijing Time, the same below).

（2）获取方式：(1)凡有意参加响应者，请于获取时间内(北京时间，下同)，登录江苏省阳光交易平台(网址为:https://www.jsygiy.cn)按照要求进行实名会员注册、完善相关信息及选择项目、下载文件。

(2)参与者首次登录平台前，须前往平台免费注册，注册成功且完善相关信息后，可以及时参与平台上所有发布的项目。

(3)参与者应充分考虑平台注册、信息检查、资料上传等所需时间。未按照本公告要求获得本项目文件的,采购代理机构不予接收其响应文件。

(4)需要发票的，可在“费用管理--发票管理”模块下载发票;平台服务费发票由江苏招采信息技术有限公司开具。非因采购代理机构或平台原因，发票一经开具不予退换。

(5)平台网站首页“帮助中心"提供操作手册，参与者可以下载并根据操作手册提示进行注册、登录等操作。供应商平台咨询电话:025-83306809(工作日8:30-11:30，13:30-17:30)。

(6)联合体响应(如允许)的，联合体各方应当指定牵头人，并授权其以自身名义在平台办理注册、下载文件等手续，其在平台的办理行为，对联合体各方均具有约束力。

本项目文件售价：1000元，本项目收取平台服务费：500元，售后不退。

Method of Acquisition:(1) All interested participants shall, within the specified acquisition period (Beijing Time, same below), log in to the Jiangsu Sunshine Trading Platform (website: https://www.jsygiy.cn) to complete real-name member registration, update relevant information, select the project, and download the documents as required.(2) First-time users must register on the platform free of charge. Upon successful registration and completion of all required information, they may promptly participate in all projects published on the platform.(3) Participants shall adequately account for the time required for platform registration, information verification, document upload, etc. Response documents from participants who fail to obtain the project documents in accordance with the requirements of this announcement will not be accepted by the Procurement Agent.(4) Invoices, if required, can be downloaded from the "Fee Management - Invoice Management" module. The platform service fee invoice will be issued by Jiangsu Bidding & Procurement Information Technology Co., Ltd. Invoices are non-refundable and non-exchangeable once issued, except for reasons attributable to the Procurement Agent or the platform.(5) Operation manuals are available in the "Help Center" on the platform homepage. Participants can download these manuals and follow the instructions for registration, login, and other operations. Platform support hotline for suppliers: 025-83306809 (Working days: 8:30-11:30 AM, 1:30-5:30 PM).(6) For consortium participation (if permitted), all members of the consortium shall appoint a lead member. The lead member is authorized to handle platform registration, document download, and other procedures in its own name. All actions performed by the lead member on the platform shall be binding on all consortium members. The document fee for this project is RMB 1,000. A platform service fee of RMB 500 will be charged. All fees are non-refundable.

招标文件澄清截止时间为招标文件获取后的次日开始的第5个日历日16：00前，将澄清文件的Word版本和加盖公章后书面材料的扫描件一同发送至邮箱shiz@jcec.cn.  The deadline for requesting clarifications on the bidding documents is 16:00 on the 5th calendar day following the acquisition of the bidding documents.
