2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 详见采购文件

(c)本项目的特定资格要求： （1）具有市政公用工程施工总承包三级及其以上资质；

（2）具有有效的安全生产许可证；

（3）项目经理具有中华人民共和国住房和城乡建设部颁发的注册建造师，注册专业须为市政公用工程二级及其以上及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；

（4）本项目不允许转包

（5）本项目仅面向中小企业采购。

（6）本项目不接受组成联合体。

(c)Specific qualification requirements for this program: (1) Must have a Grade III or above general contracting qualification for municipal public works; (2) Must have a valid work safety license; (3) The project manager must hold a registered constructor certificate issued by the Ministry of Housing and Urban-Rural Development of the PRC, with a specialty in municipal public works of Level II or above, have a valid safety assessment certificate, and cannot serve as project manager on other projects; (4) No subcontracting is allowed for this project; (5) This project is only open to small and medium-sized enterprises; (6) Consortiums are not accepted for this project.
