简要规则描述： 本项目为丁香大楼屋顶2台螺杆式热泵机组拆除，改造成8台风冷模块冷水（热泵）机组，对2台螺杆式热泵机组的压缩机进行更换；丁香大楼18楼原有风机盘管改造成多联机空调；丁香大楼20楼和22楼原有风机盘管进行更新。（具体要求详见技术要求及工程量清单）

Brief Specification Description: This project involves the removal of 2 screw heat pump units on the roof of the Lilac Building and their conversion into 8 air-cooled modular chilled waterheat pump) units, as well as the replacement of the compressors for the 2 screw heat pump units; the existing fan coil units on the 18th of the Lilac Building will be converted into multi-split air conditioning systems; and the existing fan coil units on the 20th and 22nd of the Lilac Building will be updated. (For detailed requirements, please refer to the technical specifications and bill of quantities.)

合同履约期限： 厂家生产时间约20天，现场安装改造10天（含拆除设备5天）。（具体开工日期以采购人通知为准）

The Contract Period: The manufacturer's production time is about 20 days, and the on-site installation and modification take 10 days (including 5 days for removal). (The specific start date is subject to the purchaser's notice.)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 本项目整体预留。包1面向小微企业预留。

(b)Qualification requirements to be met to implement government procurement policies: The entire project is reserved. Package 1 is reserved for small and micro enterprises.

(c)本项目的特定资格要求： 3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。

3.2未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。

3.3为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。

3.4单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

3.5符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

3.6供应商具有中华人民共和国住房和城乡建设部颁发的建筑机电安装工程专业承包二级及以上资质；

3.7供应商具有有效期内的安全生产许可证；

3.8拟派项目负责人具有机电工程专业二级及以上注册建造师执业资格，且具备有效的安全生产考核合格证书（B证），且未担任其他在建的建设工程项目的项目负责人；

3.9本项目不允许联合体投标。
