text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（4）连续弃耕抛荒超过二年的，流出方有权依照法定程序解除合同并收回土地。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（5）禁止占用耕地建窑、建坟或者擅自在耕地上建房、挖砂、采石、采矿、取土等。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（6）流入方应当保护耕地耕作层，不得损毁农田基础设施。确需修建农业设施的，应当符合规划审批要求。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; line-height:28pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（7）流入方造成土地损坏或耕作层破坏的，应当负责修复，并在合同中明确修复标准和期限。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; line-height:28pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（8）优先用于粮食和棉、油、糖、蔬菜等农产品以及饲草饲料生产。在不破坏耕作层、符合相关规定的前提下，可开展稻鱼、稻虾生态种养或实行水旱轮作、粮经轮作等，保持地力。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">无论选择转账还是扫码，均须严格遵守以下规则：</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（1）唯一对应：系统为每个项目、每名意向流入方生成专属且唯一的缴款虚拟账号或动态二维码，实行“一标的、一客户、一账户（一码）”一一对应机制，严禁混用其他意向流入方账户、跨标的、交叉缴纳交易保证金；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（2）时间要求：缴纳截止时间为标的报名截止时间前（以银行到账时间为准）。建议各意向流入方合理安排缴款时间，确保在规定时间内保证金顺利到账，避免因未及时到账导致无法参与后续交易流程。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">4.保证金退还</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（1）未竞得方的交易保证金，在成交公示结束后原路、无息全额退还；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（2）竞得方的交易保证金，在《交易合同》备案通过后3个工作日内进行结算：交易服务费从交易保证金中扣除，剩余部分原路退还；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（3）交易双方未签订交易合同，但达成一致互不追究责任的，扣除交易服务费后的保证金余额退还流入方。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">5.商务赔偿</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">发生以下情形之一，导致交易双方未能签订正式合同的，流入方同意将其缴纳的交易保证金（在扣除交易场所应收取的交易服务费后，若有余额）作为违约金支付至流出方账户，归流出方所有，无需流入方另行同意：</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（1）流入方无故拒绝、拖延或未在约定期限内与流出方签订正式流转合同的；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（2）流入方提交的资格审查材料、身份信息、经营能力证明等存在虚假、伪造或不实陈述，给流出方或本次交易造成损害的；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（3）其他因流入方原因导致本次流转交易失败的。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">若扣除交易服务费后的保证金余额不足以弥补流出方因此遭受的实际损失（包括但不限于再次组织交易的成本、期间土地闲置的租金损失、评估费等），流出方有权继续向流入方追偿不足部分，流入方应予以赔偿。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><strong style="font-weight: bold;"><span style="font-size: 16pt; font-family: 宋体, SimSun;">六、交易方式</span></strong></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">2.挂牌期满，征集到两个及以上符合条件的意向流入方，则按网络竞价组织交易：</span></p><p style="margin-top:0pt; font-family: 宋体, SimSun;">发生以下情形之一，导致交易双方未能签订正式合同的，流入方同意将其缴纳的交易保证金（在扣除交易场所应收取的交易服务费后，若有余额）作为违约金支付至流出方账户，归流出方所有，无需流入方另行同意：</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（1）流入方无故拒绝、拖延或未在约定期限内与流出方签订正式流转合同的；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（2）流入方提交的资格审查材料、身份信息、经营能力证明等存在虚假、伪造或不实陈述，给流出方或本次交易造成损害的；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">（3）其他因流入方原因导致本次流转交易失败的。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><span style="font-size: 16pt; font-family: 宋体, SimSun;">若扣除交易服务费后的保证金余额不足以弥补流出方因此遭受的实际损失（包括但不限于再次组织交易的成本、期间土地闲置的租金损失、评估费等），流出方有权继续向流入方追偿不足部分，流入方应予以赔偿。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:29pt"><strong style="font-weight: bold;"><span style="font-size: 16pt; font-family: 宋体, SimSun;">六、交易方式</span></strong></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">1.挂牌期满征集到一个符合条件的意向流入方则系统按挂牌条件自动成交；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">2.挂牌期满，征集到两个及以上符合条件的意向流入方，则按网络竞价组织交易：</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">①系统按挂牌价格自动启动网络竞价；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">②每次加价幅度为10元/年·亩，遵循价高者得的原则确定最终受让方；</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">③竞价分为自由竞价与限时竞价两个阶段：自由竞价时段届满后，系统自动进入限时竞价阶段；每个限时竞价周期为60秒；任一周期内有竞买人有效应价，系统自动进入下一个周期；任一周期内无新的有效应价，系统在该周期结束时自动终止整场竞价。</span></p><p style="margin-top:0pt; margin-bottom:0pt; text-indent:32pt; text-align:left; line-height:28pt; widows:2; orphans:2; background-color:#ffffff"><span style="font-size: 16pt; font-family: 宋体, SimSun;">2.缴纳方式及时间：交易服务费优先从竞得方缴纳的交易保证金中直接扣除，无需另行支付；交易保证金不足以支付交易服务费的，竞得方应在收到结算通知书之日起3个工作日内完成差额部分缴纳；</span></p><p style="margin-top:0pt;
